Platforma Civică

A civic-tech environment for participation, public information, and citizen-facing digital tools.

Platforma Civică is ROCSI's active beta civic-tech project. It brings several public and member-facing civic workflows into one environment while keeping the boundaries between public participation, institutions, and assisted tools explicit.

01 / Why

Participation is useful only when the path into it is understandable.

The problem

Civic information and participation are often fragmented across institutional websites, forms, documents, and processes that are difficult to discover or interpret.

The resulting friction is not only technical. Citizens need to understand what is public, what reaches an institution, what requires authentication, and where automated assistance ends and human judgement begins.

Why ROCSI is working on it

Platforma Civică gives ROCSI a real operating environment for studying civic interfaces, information integrity, responsible applied AI, and the practical constraints of public-interest digital systems.

The objective is not to replace public institutions. It is to test how technology can make civic participation and public information easier to navigate while preserving clear responsibility boundaries.

02 / System

One civic layer, several public workflows.

The project connects citizen actions, public civic content, assisted tools, and institutional context without presenting them as the same thing. The diagram is conceptual: it shows the relationship between these layers rather than a deployment architecture.

  1. 01

    Citizen

A person reads public civic information, participates, or starts a structured civic workflow.

  2. 02

    Civic layer

Platforma Civică organizes public submissions, participation, polls, maps, and related civic context into a consistent interface.

  3. 03

    Assisted tools

AI-assisted features help explain documents or prepare drafts while keeping their limits and user responsibility visible.

  4. 04

    Institutional boundary

The interface distinguishes public platform activity from formal institutional submission or response channels.

03 / What exists today

Implemented work is separated from direction and experimentation.

Platforma Civică is a live beta. This page records the project at ROCSI level rather than reproducing the application's product documentation.

Operational

  • Public civic content and participation flows, including civic submissions and polls.
  • Public suggestion and complaint workflows with explicit disclosure about public visibility and institutional delivery boundaries.
  • Authenticated assisted tools for explaining documents and preparing official-request drafts.
  • Romanian and English interfaces, privacy controls, and legal/contextual disclosures around sensitive workflows.

In development

  • Refining first-time navigation and the transition between public and member-oriented flows.
  • Improving accessibility, resilience, runtime quality, and clarity across civic workflows.
  • Strengthening connections between public civic content, personal tools, and institutional context.

Exploring

  • Responsible uses of AI that reduce administrative friction without obscuring human responsibility.
  • Ways to surface relevant civic information without over-automating judgement or prioritisation.
  • Interoperability with public-sector information and services where practical and legally appropriate.

04 / Design principles

The boundaries are part of the product.

01

Public by design, not by surprise

When civic content is public, the interface should make that consequence visible before a person submits it.

02

AI assists; people remain accountable

Generated explanations and drafts should reduce friction without being presented as legal authority or autonomous civic judgement.

03

Institutional boundaries stay explicit

Publishing something on the platform is not treated as equivalent to formally sending it to a public institution.

04

Data collection should have a reason

Authentication, location, archive, and profile features should collect only what their workflows actually require.

05

Participation must remain understandable

Language, accessibility, and navigation are infrastructure for participation rather than finishing details.

05 / Research relationships

A project that crosses several durable research areas.

Platforma Civică is a concrete environment in which ROCSI can test research questions against operating software and real civic workflows.

Civic Technology

Tests how interfaces, participation models, and public workflows can reduce friction while preserving user agency.

Trust & Information Integrity

Explores how provenance, public context, disclosure, and clear responsibility boundaries affect trust in civic information.

AI & Applied Intelligence

Provides a practical setting for constrained AI assistance around complex documents and administrative drafting.

06 / Project state

Active

Active

Platforma Civică is under active development and operation by ROCSI. The beta status is intentional: the project is usable while workflows, language, and technical boundaries continue to be tested and improved.

Current focus

  • Reduce first-use ambiguity between public exploration and member workflows.
  • Keep civic participation flows understandable across Romanian and English.
  • Improve operational quality without turning experimental capabilities into unsupported promises.

07 / Direction

Current direction, not a public roadmap promise.

The project evolves through deployed observation and targeted experiments rather than percentage-complete milestones.

  1. 01Continue improving the relationship between the public civic layer and authenticated personal tools.
  2. 02Evaluate where assisted intelligence is genuinely useful and where simpler interfaces are safer or clearer.
  3. 03Use production QA and user-facing friction as inputs into the next design and engineering iterations.

08 / Explore / collaborate

Use the live platform. Follow the work around it.

The ROCSI page explains the project; the live application remains the place to experience Platforma Civică directly.
